In Waejir the network of fences, smugglers and theives is called "The Low Market", but isn't concentrated in one place, nor is there a specific code of conduct beyond mutual self-interest.
All major urban centers have some sort of "grey market". Organized crime is generally for the larger cities, and "black markets" are less common as little is outright illegal to sell or buy in most places.
